Did B&NES Know Of Winifred's Lane Safety Issues?

The HoLCG submitted a FOI request to the Department of Transport to request information from Active Travel England (ATE) which included a Route Check that they carried out on Winifred's Lane regarding its suitability as a cycleway.
The responses from the Department of Transport are attached below.
The Results Summary of the Route Check for Winifred’s Lane shows the following:
Two policy conflicts
Four critical issues
A statement that the "proposed design will likely reduce safety”
A statement that the "proposed design will likely reduce the route quality”.
So, it is clear that since February 2025 B&NES has been in possession of a report by ATE regarding the Winifred’s Lane cycleway (as implemented by the Lower Lansdown ETRO in November 2024) which clearly states that the cycleway fails ATE’s route check and identifies serious concerns, effectively bearing out the concerns that residents have communicated to B&NES since July 2024.
