B&NES' Error in Sion Road Proposal

B&NES have acknowledged that they made an error in the papers circulated for the proposed pedestrian improvements on Sion Road.
The error related to the drawings that were part of the papers. Two different drawings were circulated. One, TCL0060.01 dated Apr 26, shows a speed hump plus give way markings, a significant pavement narrowing, and central lane markings. The other drawing, TCL0060.01.PC dated June 26, shows just the speed hump and central lane markings. TCL0060.01 was sent to a number of local residents and was also posted on the B&NES website. These drawings are shown below.

B&NES have now said that TCL0060.01.PC is the 'correct' drawing and that comments to the proposal show only refer to that drawing. B&NES have said that they will ignore comments referring to the other drawing, TCL0060.01. People who responded to that drawing should be contacted by B&NES to give them a opportunity to withdraw their comments, amend their comments, or to submit additional comments.
The residents' letter below should still apply and gives details of how to make comments. The deadline is August 27th.

So, given both these plans - and the dates that they were submitted - did B&NES recognise/has B&NES recognised just how dangerous the closure of Winifreds Lane has become? And why was this not recognised in the first place?
