Call-in Meeting Infoirmation


A reminder that the The Scrutiny Panel for the call-in on the Lower Lansdown ETROs decision will be the Climate Emergency & Sustainability Panel. The meeting will take place on Monday 23rd February (10am, Guildhall Bath).

 

You can find the agenda for the meeting here. There will be 13 statements from the public (3 minutes each) - 5 against the decision, 7 for the decision and 1 unknown. There will also be statements from ward Councillors Elliott, Hodge and Roper.

 

Councillor Colin Blackburn (call-in lead) will make a 10 minute opening statement and make a 5 minute closing statement. Councillor Manda Rigby likewise will make a 10 minute opening statement and make a 5 minute closing statement.

 

Panel will make a decision on the end of the call-in meeting. According to Council documents the options open to the Panel are:

 

• To dismiss the call-in: the decision shall then take effect immediately; 

• To refer the decision back to the decision-making person or body for reconsideration, setting out in writing the nature of the Panel’s concerns; or 

• To refer the matter to Council to itself undertake the role of the Panel (which may necessitate an additional Council meeting to meet necessary timescales) [NB: the ultimate decision still remains with the original decision maker].

 If the Panel consider any aspect of the decision requires further consideration, it must refer it back to the decision maker. If the call-in is dismissed, notification will be made to all interested parties and the original decision can be implemented.

 

The meeting is a public meeting, so members of the public can attend in the Public Gallery. Support from the Public Gallery would be much appreciated.

 

Space in the Public Gallery can be limited, so if you are planning to attend you should get there early.

Traffic Changes (November 2024 vs Baseline)

 

Roads that LOST traffic:

·         Winifred's Lane: 1,303 → 7 vehicles/day (-1,296, -99%)

·         Cavendish Road: 3,248 → 2,714 vehicles/day (-534, -16%)

Roads that GAINED traffic:

·         Sion Road: 1,022 → 1,909 vehicles/day (+887, +87%)

·         Morford Street: 4,040 → 4,441 vehicles/day (+401, +10%)

·         Julian Road: 8,365 → 9,001 vehicles/day (+636, +8%)

·         Lansdown Road (Belmont section): 8,452 → 9,529 vehicles/day (+1,077, +13%)

·         Somerset Lane: 50 → 57 vehicles/day (+7, +14%)

 

The Net Result

Total LOST: -1,296 + (-534) = -1,830 vehicles/day

Total GAINED: +887 + +401 + +636 + +1,077 + +7 = +3,008 vehicles/day

NET CHANGE: +3,008 - 1,830 = +1,178 vehicles/day INCREASE
